What does it take to become a scratch golfer?

I don't know about you, but I can remember phases in my "golf career" when I dreamed of becoming a scratch golfer. For those of you who don't know what that is, a scratch golfer is a golfer who fulfils the course handicap, e.g. 72. That means no more strokes - handicap 0, so to speak.
