How should you proceed?

It is always a problem when there are drop zones (e.g. in penalty areas) without course rules.

What should be done if there is a drop zone but there are no court rules for this drop zone?
If this is the case, then the use of the drop zone is to be understood as a "must" and not as a "should".

A drop zone is a special facilitation area, which may be introduced by a game management (see also sample court rule E-I), but the player should always be given the corresponding possibility of the rule (e.g. rule 17).

Court rule for drop zone:
Penalty Area (Rule 17.1) Drop Zone Hole ........................
In addition to Rule 17.1, for a ball that comes to rest on hole ................... in the penalty area, the player with a penalty stroke can drop a ball in the designated drop zone.
