Rule 6.3b(3) Newly inserted ball while hole is being played

The penalty for playing an unauthorised newly inserted ball is reduced from the basic penalty to one penalty stroke.
Previously, the unauthorised replacement of the ball "cost" two penalty strokes. As there is no longer any real advantage associated with today's stable balls, the penalty has been reduced to one stroke. Please note: If this ball is played in the wrong place, two penalty strokes are still incurred, as the higher of the two penalties is incurred for two simultaneous offences.
