Question about ball position

What should be done in this situation?
Player was not sure whether his ball was in the penalty area and/or neighbouring unusual court conditions.

Decision according to interpretation 17.1a/2

17.1a/2 - Ball lost either in penalty area or unusual court conditions adjacent to penalty area
If a player's ball is not found in an area where there is a penalty area and adjacent unusual court conditions, the player must make a reasonable judgement (Rule 1.3b(2)) in determining where the ball is located. If, after applying the reasonable judgement, it is known or virtually certain that the ball has come to rest in either area, but both are equally likely, the player must take relief with penalty under Law 17.
