When is a ball out of bounds?

What happens when a ball comes to rest completely on a line or behind a peg?
Is the ball still playable or not and this often leads to discussions. We therefore want to look at when a ball is "in" or "out".

The definition/explanation should also be taken into account.

Out
Is the area outside the court boundaries defined by the game management. All areas within these boundaries are not out.
The out boundary of the court extends both upwards and downwards from the ground.

The out boundary should be defined by objects (stakes) or lines:

Basically the following: Rule 18.2 applies
(2) When a ball is out of bounds. A stationary ball is only out of bounds when it is completely outside the out boundary of the court.

A ball is on the court when it is at least partially
lies within it or touches the ground or something else (e.g. a natural or artificial object) within the out-of-bounds boundary, or
is above the out-of-bounds line or another part of the court. A player may stand in the out-of-bounds area to play a ball on the court.
